Corrective Measures

A Corrective Measures Study was submitted to NYSDEC which considered final corrective measure alternatives for the site. The final corrective measures are intended to attain the cleanup objectives set for this site for the protection of public health and the environment. ERS Rouses Point, LLC (current owner) and Wyeth Pharmaceuticals, LLC (operator) submitted an application to the NYSDEC to renew its Part 373 RCRA Corrective Action permit as required to implement the corrective measures. New York State Department of Environmental Conservation (NYSDEC) reviewed the corrective action renewal permit application and released a Tentative Determination, Notice of Complete Application and Notice of Public Comment Period on July 16, 2025.

Following the public comment process, on September 23, 2025, NYSDEC issued a Part 373 RCRA Corrective Action permit. The approved Corrective Measures will include:

  • In-situ Chemical Reduction (ISCR) to address impacted soils. ISCR is a method used in place to break down chemicals to less harmful components.
  • Monitored Natural Attenuation (MNA) which involves periodic sampling to document that the natural breakdown of components is continuing and ensure that the chemicals are not migrating away.
  • Institutional Controls (IC) to address contamination in the groundwater resulting from historic operations at the facility. ICs are legal or administrative measures, such as the placement of restrictions on the property deed (environmental easements) that may be used to limit certain types of land use in the future.
  • In addition, sub-slab depressurization systems will continue to be used to mitigate soil vapors beneath on and off-site buildings as required.
